CONAI (Consorzio Nazionale Imballaggi) is a private, non-profit consortium based in Milan, Italy, whose members are producers and users of packaging. It was set up under the 1997 Ronchi Decree, which moved packaging waste management in Italy away from landfill towards prevention, recovery and recycling.
CONAI directs and coordinates seven packaging material consortia:
- Ricrea for steel
- Cial for aluminium
- Comieco for paper
- Rilegno for wood
- Corepla for plastics
- Biorepack for bioplastics
- Coreve for glass
The system is funded by the CONAI environmental contribution (EPR fee), which is charged on packaging placed on the market and varies by packaging type; for plastic packaging the fee is set in several levels linked to the cost of recycling. Most of the income is passed to the material consortia, which compensate municipalities for the extra costs of separate collection.
